No Verified Regional Center Releases
Cumberland County announced in September 2025 that its commissioners had voted on August 19 to join a regional agreement for the Southern New Jersey Rehabilitation and Reentry Center. The official announcement describes a project and shared-service direction. It does not establish that the center opened, accepted a first detainee, created a public roster, or processed a release. A project announcement cannot support a person-level custody claim.
For that reason, there is no defensible “regional center release” route in the present research. The correct record belongs to the agency and facility that actually held the person. A Cumberland County Jail release or movement record may name a destination agency. NJDOC's incarceration history covers a state prisoner. The BOP locator covers a federal sentence. Treating the planned center as active would send a reader to a source that does not exist and could turn a transfer into a false release.
Important: Do not attribute custody or release to this planned center unless a current official operating source confirms both the facility and date.
Trace the Actual Cumberland Release
A regional or shared-custody arrangement separates the county that owns the case from the facility that holds the person. Start with the custody episode, not the project name. A missing record does not show whether the person entered the community, moved to another county, entered NJDOC, or passed to a federal agency.
- Confirm the person's Cumberland case and the last known holding facility through the county gateway, court record, or jail Admissions.
- Ask whether the event was a release to the community or a transfer to another named agency.
- Request the county booking/release sheet and custody movement or disposition record for the identified booking.
- Include the actual release date and time, release type, and destination agency in the request.
- If the destination was NJDOC, BOP, or ICE, continue in that system instead of stopping at the county departure.

Cumberland Regional Release History
The county announcement supplies two pieces of local history. It says Cumberland joined a regional agreement in 2025, and it notes that an earlier effort to build a jail was abandoned in 2020. Those facts show that regionalization is a developing policy path. They do not prove a completed facility or a transfer date for any individual.
The project matters because shared services can obscure location. A Cumberland case may remain a county matter while another agency physically holds the detainee. The records request should therefore ask for both the releasing agency and destination. If the person was moved under a shared-service agreement, the answer may be a transfer, not a community release. The next holding agency's record becomes essential.
The official regional-center announcement is the source for project status. A later county announcement, contract, opening notice, department page, or live roster would be needed before the center could be described as an active detention facility.

Request the Real Release Record
Cumberland County accepts OPRA requests through its NextRequest portal, by mail, by fax, and in person. For a possible shared-service placement, a narrow request is more useful than asking whether someone was “released.” Identify the full name, date of birth if known, and booking date range. Ask for existing records tied to that booking.
Please provide the booking/release record, release authorization or release sheet, and custody movement/disposition record for the identified booking, including the actual release date and time, release type or disposition, and destination agency if transferred. Electronic delivery preferred.
The destination field is central. It can distinguish a community departure from a move to a regional partner, NJDOC, another county, federal custody, or immigration custody where legally permitted. If Cumberland did not hold the responsive record, the custodian's response may help identify which agency does.

Regional Release Systems Differ

Vary the wording with the proof. “Left Cumberland County Jail for another county” is a transfer. “Date Out-of-Custody appears in NJDOC history” is a state record. “Not in BOP Custody” is a federal status. None should be rewritten as “released from the regional center.”
Regional Center Release and Transfer Lessons
Cumberland County already has a strong example of why facility status matters. Southern State Correctional Facility fully closed in 2022, and NJDOC reported that its population was absorbed through consolidation involving nearby prisons. A person who stopped appearing at Southern State during that process was transferred, not released merely because the facility closed.
The same logic applies to a center that is not yet verified as open. A facility name can appear in planning material without creating person-level custody records. The nearby system includes South Woods, Bayside, Kintock Bridgeton community-release programs, Cumberland County Jail, and FCI Fairton. Each has its own operator and release path. The planned regional center should remain clearly labeled as project context until official operating proof changes that status.

The records custodian is at the County Administration Building, 164 W. Broad Street, Bridgeton. In-person hours are Monday through Friday from 8:30 a.m. to 4:30 p.m. That office can process a focused county record request, but it cannot create a record for a facility that did not hold the person.
Verify a Future Regional Release Source
Project status can change after publication. Before relying on the Southern New Jersey Rehabilitation and Reentry Center as a custody source, look for an official opening notice, named operator, physical address, admissions information, active population statement, and a live public lookup or records procedure. One item alone may not prove operations. A construction update, funding vote, or regional agreement can precede custody by months or years.
If official operating proof appears, the release route must still match the operator. A county or regional jail would use its own current-custody and movement records. An NJDOC operation would use the statewide offender history. A contractor would not displace the government agency responsible for the record. Until those facts are established, the project's most useful lesson is simple: ask where the person was held and where the person went next.
